FY 2008–2009 Pay-for-Performance Program and Staff Compensation Program
The FY 2008–2009 Pay-for-Performance Program (P4P) for Managerial, Professional, Supervisory, and Confidential (MPSC) non-aligned staff employees has been announced. P4P information and guidelines for deans, managers, and department heads is now available on the UHR website. Click here to access resources for staff employees eligible for P4P.
Employees represented by URA-AFT are eligible for the Staff Compensation Program (SCP). Information for deans, managers, and department heads is accessible via the UHR website. Click here for general SCP information for eligible staff employees. Additional information about the Staff Compensation Program is located under Article 38 of the URA-AFT agreement.
The P4P and SCP compensation programs will run concurrently this spring.
Changes to the State Health Benefits Program
SHBP Medical Plan Changes
Effective April 1, 2008, the New Jersey State Health Benefit Program (SHBP) will offer two types of medical plans: Preferred Provider Organization (PPO) and Health Maintenance Organizations (HMOs). The Traditional and NJ PLUS plans will no longer be offered. The SHBP has awarded the PPO contract to Horizon Blue Cross Blue Shield of New Jersey and HMO contracts to Aetna and CIGNA. No action is required; employees who are currently covered under the SHBP will automatically be transferred to the new plans. The SHBP is allowing for a special Open Enrollment period from January 28 to February 15, 2008, to consider medical plan selections only. SHBP Contribution and Copayment Changes Effective July 1, 2007
The New Jersey Division of Pensions and Benefits has announced changes to the State Health Benefits Program (SHBP) effective July 1, 2007, that include a new health and/or prescription insurance contribution and copayment amounts. The standard employee contribution set forth in the law for an employee enrolled in the SHBP for medical and/or prescription coverage is 1.5 percent of his or her annual salary. As of April 1, 2008, Rutgers faculty and staff can communicate live online with a UHR benefits representative Monday through Friday from 8:30 a.m. to 4:30 p.m. via the Benefits Messaging System. If a representative is not available to assist you when you log on, you will be given the option to send your question via email. The online chat system is also accessible through the UHR homepage by selecting the Online Tools menu option and then choosing the Benefits Messaging System.
Horizon Blue Cross Blue Shield of NJ Security Breach Announcement
Horizon Blue Cross Blue Shield of NJ (Horizon BCBSNJ) has announced a recent information security breach that may affect a portion of Rutgers University employees enrolled in the Traditional Plan and NJ PLUS medical plans. Recently, a laptop belonging to a Horizon BCBSNJ employee was stolen, and the laptop includes names, addresses, and social security numbers of a small percentage of the company’s customers. Horizon BCBSNJ has sent individual letters to employees who were impacted, detailing information security procedures and explaining that at this time, there is no reason to believe confidential information on the laptop has been accessed. Horizon BCBSNJ is also offering a complimentary credit monitoring service for impacted employees. If you would like to contact Horizon BCBSNJ regarding this matter, call 800-447-3798. 2008 Pension Loan Interest Rate Change
The Division of Pensions and Benefits announced a change in the interest rate for Public Employee’s Retirement System (PERS) and Police and Firemen’s Retirement System (PFRS) loans. The new interest rate of 4.69 percent will take effect January 1, 2008, and loans will be subject to an administrative fee of $8 that will be subtracted from the loan amount. Employees who are members of a state-administered retirement plan or are currently participating in a tax-deferred annuity (TDA) can view their 2008 tax deferral limit information and make changes online.

The revised guidelines are available on our website. The guidelines apply to discipline of staff employees regardless of their union or nonunion status. PERS Contribution Increase from 5.0% to 5.5% Effective July 1, 2007
On June 28, 2007, Governor Corzine signed legislation that increases the Public Employees’ Retirement System (PERS) employee contribution from 5.0 percent to 5.5 percent. Effective July 1, 2007, employees participating in PERS are required to contribute 5.5 percent of their salary to the retirement system. The new deduction will begin with the first payroll in July. A variety of additional discounts are available to Rutgers employees. Faculty and staff are eligible for discounted rates on computers and software through Apple. W.B. Mason offers a discount on products such as cameras, office furniture, and ink cartridges. Employees can also receive discounted prices on tickets for performances held at the State Theatre in New Brunswick and Sovereign Bank Arena in Trenton. USA Financial Services will make a $300 donation to the Rutgers Foundation if a purchase, refinance, or reverse mortgage loan is closed by an employee. The program also offers a discounted mortgage rate and no direct lender fees. Several campus bookstores offers employee and departmental discounts as well. An online harassment training guide for supervisors and non-supervisors is available on the Office of Employment Equity website. The guide is easy to use and provides users with practical information on identifying, preventing, and reporting harassment, as well as sample scenarios and a Q and A section.
