Change In Status - Transfer from a State Employer
Medical, Prescription, and Dental Benefits
New 12-month employees are subject to a 60-day waiting period for state health benefits to become effective. Academic year employees beginning on September 1 will not be subject to the above waiting period. Employees who transfer from an eligible State Health Benefit Plan (SHBP) employer may be eligible to waive the 60-day waiting period. To do so, the new employee must have active SHBP benefits on the new date of hire, and elect benefits through Rutgers University using the SHBP Health Enrollment Form and the SHBP Dental Enrollment Form. The employee should indicate on Section 1 of the forms that he or she is transferring from a state employer.
Paid Time Off
If a new staff employee transfers from another state employer without a break in service, the vacation accrual date will be the date originally hired in an eligible position. A letter from the former state employer must be provided to UHR noting the employee's former position, hire date, termination date, and eligibility for vacation time.
Unused and accrued sick days at the time of separation can be transferred from another state employer to Rutgers University. A letter from the former state employer must be provided to UHR indicating the employee's original hire date, scheduled weekly hours, and number of unused and accrued sick days at the time of separation.
Administrative leave and personal holidays days are not affected by transfer from a state employer, and all employees who are transferring are subject to the same rules as new employees.
Retirement Systems
Public Employees' Retirement System
If an employee who is participating in PERS accepts a PERS-eligible position at Rutgers University, he or she will remain in PERS and will continue to contribute to that retirement system. Previous months contributing to PERS will apply towards the 10-year vesting period. A Report of Transfer Form must be completed and submitted to the employee's department Payroll liaison.
If an employee who is participating in PERS accepts an ABP-eligible position at Rutgers University, he or she will have the one-time option to remain in PERS or transfer to the ABP retirement system within 30 days of hire. Individuals who fall into this category should contact a Benefits Specialist at 732-932-3020, ext. 4077 or email benefits@hr.rutgers.edu and request that an information kit be sent to aid in this decision.
Alternate Benefit Program
If an employee who is participating in ABP accepts an eligible position at Rutgers University, he or she will remain in the ABP retirement system. An Application for Transfer Form and Carrier Allocation/Salary Reduction Form must be completed and submitted to the employee's department Payroll liaison. The enrollment form should indicate if the employee is eligible for immediate vesting. Also, a new investment carrier enrollment kit must be completed and returned to the investment carrier, with a copy attached to the enrollment materials. For detailed instructions, click here.
Teacher's Pension and Annuity Fund
If an employee transfers from a position where he or she participated in TPAF and accepts a PERS- or ABP-eligible position, he or she may be eligible to transfer contributions and service credit to the new retirement system. An enrollment application for the new system and an Application for Interfund Transfer must be completed.
