Rutgers University Policies Relevant to Ethical and Conflict Matters
For your convenience and information listed below are existing university policies relevant to ethical behavior and conflicts of interest.
The university policies below address almost all ethical matters, but there may be other policies relevant to a particular matter. Some of the policies below are stated in full, but most are excerpts from policies to isolate the provisions most likely to be relevant to ethical and conflicts issue. Policy excerpts are to help identify conflicts related material. When using an excerpted policy you should consult the full policy to be sure that you have reviewed all relevant material in the policy. Administrative Policies
20.1.6 Vehicle Use
- University vehicles are for university business only, not for personal use.
20.1.7 Mail - Campus and U.S.
- Campus mail service is for university business only.

20.1.9 Facilities Use and Scheduling
- The facilities of the university are dedicated to the effective use of all facilities for teaching, research, and public education. To the extent available, university facilities may be rented to outside groups for a fee. Commercial or private fundraising use is prohibited, except upon the approval of the Provost or President.

- The purchasing system is for the university only, and not for personal use. The university will not make purchases from university employees or their family. Employees should not accept gifts from current or prospective vendors.

Financial Management
40.2.5 Consulting or Other Personal Services, Intellectual Property, Honoraria and Other Miscellaneous Activities – Policies and Procedures for Payment
- States circumstances under which university may have consultants paid through the invoice processing supplier. University employees shall not also be paid as consultants for the university.

40.2.10 Equipment Inventory and Property Management
- Responsibility for equipment management lies with supervisors. With appropriate approval university equipment may be used at home or off-campus.

40.2.12 Gratuities, Guests, Gifts and Use of University Resources
- Prohibits all gifts and gratuities to all employees from parties who have or are interested in contractual or financial relations with university or in using university facilities Gifts should be returned. All university resources are to be used only for the academic or business activities of the university. Absent specific approval with appropriate arrangements, use of university facilities, materials, supplies, or services by employees for personal or outside employment purposes is prohibited.

50.3.1 Patent Policy
- States patent policy applicable to university employees and users of university facilities. If university employees have consulting agreements relating to their university research these must be properly reviewed.

- The university is neutral in political campaigns and this policy describes permissible and impermissible use of facilities for political purposes.

- Provides for scholars’ ownership of copyright for scholarly and artistic purposes and states when substantial use of university resources may provide for some university rights.

60.1.1 Employment of Relatives
- Family members residing in the same household may not participate in the hiring of a family member or supervise a family member.

- Describes the procedure under which the university can license discoveries or inventions to university employees, and is an exception to the rule that university employees with greater than 1% equity may not contract with the university.
