Academic Personnel Certificate Program
The Academic Personnel Certificate Program (APCP) is a collaboration between the Office of the Executive Vice President for Academic Affairs and University Human Resources. Presented by senior staff members, the program ensures that employees responsible for administering academic personnel matters develop the essential knowledge, skills, and abilities to effectively recruit, appoint, and reappoint all types of academic personnel and apply relevant provisions of university policies and labor agreements related to academic personnel.
Program Requirements
The Academic Personnel Certificate Program requires you to complete five Foundation courses and at least one elective courses
within 18 months of the date your first course is completed. You may choose additional elective courses for targeted information about particular areas of responsibility. See specific information about workshops that count toward the certificate in the "Courses" section below.

Foundation Courses
Overview of Academic Personnel
This session will give an overview of the types of academic appointments at the university and serves as an introductory session to the Academic Personnel Certificate Program. Participants will gain knowledge of various policies pertaining to academic personnel. The instructor will discuss in detail the different types of academic appointments, and provide an overview of the related policies, procedures, and labor agreements.
University Policies, Procedures, and Agreements Governing Academic Appointments
This session will provide participants with a broad understanding of the Rutgers-AAUP-AFT agreements and will cover academic personnel issues not addressed in other workshops offered through the Academic Personnel Certificate Program. The following topics will be addressed in detail: family leave, faculty grievances, leave of absence without pay, out-of-cycle salary adjustments, Faculty Compensation Program, sabbatical leaves, and outside employment. Participants will gain thorough knowledge regarding the application of the Rutgers-AAUP-AFT agreements and Rutgers policies relate to academic personnel.
Nontenure-Track Faculty Appointments and TA/GA Appointments
This session will discuss all types of nontenure-track faculty appointments including clinical, instructional, and research faculty. Post doctoral appointments will also be addressed. Participants will learn about benefit issues, notice requirements, appointment letters, nonreappointment letters, salary provisions, and promotions of nontenure-track faculty. TA/GA appointments and related policies and contract provisions will be reviewed in depth.
Tenured and Tenure-track Faculty Appointments
This session will discuss at length the appointment and reappointment processes and probationary period for tenure-track faculty. Participants will gain thorough knowledge of the university policies, procedures, and contractual provisions pertaining to tenured and tenure-track faculty.
Part-time Faculty Appointments
This session will provide participants with a broad understanding of the Rutgers PTLFC-AAUP-AFT agreement which governs the appointments of Part-Time Lecturers (PTLs). The difference among PTLs, Coadjutants, and fractional annual appointments will be explained.
Elective Courses
Academic Reappointment and Promotion Instructions
This session will review the Academic Reappointment and Promotion Instructions in depth. Participants will gain a basic understanding of the reappointment and promotion process and will learn how to prepare reappointment and promotion packets for all types of faculty both tenure track and nontenure track.
Hiring of Foreign Nationals
In this session, participants will gain a basic understanding of the policies, laws and regulations concerning the hiring of foreign nationals. The instructor will review university policies, visa types, and resources available for foreign faculty. This session will be conducted by the Center for International Faculty and Student Services.
Overview of Academic Appointments on Sponsored Programs
This session will outline major funding agency policies and university policies and procedures that govern the appointment of academic personnel to sponsored programs. Topics discussed will include salaray caps, summer compensation, effort management and certification, sabbaticals, conflicts of interest, and other ancillary requirements such as tuition remission, health insurance, visas, and SEVIS fees. This session will be conducted by the Division of Grant and Contract Accounting.
