Re: Snowstorm of February 9, 2017 – Staff Attendance during Level 4 Weather Emergency – Campus(es) Closed – Policy Applicability

I would like to express the university’s appreciation to all those staff employees who worked to maintain essential services on February 9, 2017, during the adverse weather conditions on the Newark, New Brunswick, RBHS and Camden Campuses.

This memorandum confirms the adverse weather conditions that were in effect on the four campuses as a result of the snowstorm of February 9, 2017, and provides information to the university community about applicable portions of Policies 60.3.16 and 60.9.58. CONDITIONS IN EFFECT ON February 9, 2017
Due to adverse weather conditions, a Level 4 – Weather Emergency – Campuses Closed was declared for all campuses, excluding RBHS clinical operations. Offices were closed as follows:

  1. Rutgers University-New Brunswick campus offices were closed for the period 6:00 a.m. to 5:00 p.m.  
  2. RBHS - New Brunswick campus schools and offices were closed for the period 6:00 a.m. to 5:00 p.m.  CINJ, UBHC, UCHC and all clinical operations remained OPEN.
  3. Rutgers University – Camden campus offices were closed for the period 6:00 a.m. to 5:00 p.m.
  4. Rutgers University – Newark campus offices were closed for the period 6:00 a.m. February 9 to 5:30 a.m. February 10.
  5. RBHS – Newark campus schools and offices were closed for the period 6:00 a.m. February 9 to 5:30 a.m. February 10.  CINJ, UBHC, UCHC and all clinical operations remained OPEN

When the university is closed because of a Level 4 - Weather Emergency – Campus (es) Closed, the following procedures are in effect:

NON ESSENTIAL SERVICES EMPLOYEES
Employees who are not essential services personnel are excused with pay during a period of “Level 4 - Weather Emergency – Campus Closed.” Absences beyond the period of closing must be charged to appropriate accrued time.

ESSENTIAL SERVICES EMPLOYEES
Consistent with the university’s policies, Legacy Rutgers Essential Services Employees who were required to work or who were required to remain on duty, AND who are eligible for overtime will be paid their straight time pay PLUS time and one-half for all hours worked during the relevant designated level 4 closing.

Consistent with the university’s policies, Legacy UMDNJ Essential Services Employees who were required to work or who were required to remain on duty, AND who are eligible for overtime will be paid two times their regular pay for all regularly scheduled hours worked during the relevant designated level 4 closing.

An Essential Services Employee who was scheduled to work on February 9, 2017, but did not come to work without proper approval may not be paid for time not worked during the period of closing. 

ADDITIONAL USEFUL INFORMATION

  • During the designated “Level 4 - Weather Emergency – Campus (es) Closed,” Legacy Rutgers employees with previously scheduled paid time away from work will not be required to charge time against accrued leave.
  • During the designated “Level 4 - Weather Emergency – Campus Closed,” legacy UMDNJ employees who are on approved leaves of absence, vacation or float holiday shall be charged per the requested time off with no change in compensation.
  • Class 3 employees will be excused with pay for up to one day during this designated “Level 4 - Weather Emergency – Campus (es) Closed,” period.
  • For legacy Rutgers employees, under most circumstances, a charge to accrued and available Sick Time during a Level 4 – Weather Emergency - Campus (es) Closed is not appropriate. An employee who was out sick prior to and after a Level 4 – Weather Emergency is not to be charged available and accrued Sick Time for the period of closing.
  • Class 4 employees are to be compensated only for time actually worked.
  • As stated above, RBHS clinical operations remained open at all times on February 9, 2017.
