Temporary Placement Service - Information for Managers

Rutgers University Human Resources will assist departments in filling temporary employment* needs when the following circumstances occur:

*As a general rule, the duration of a temporary position is not to exceed 16 months or 60 hours biweekly.  More hours may be worked for short term assignments.

To initiate the temporary hiring process, the hiring authority should complete a Temporary Job Order Form that should be submitted electronically to UHR. Once submitted, you will receive an automated reply email to confirm that your request was received.

Pay rates may be discussed with an Employment Coordinator at 732-932-3020, ext. 4093 prior to completion of the form.  As a general guideline, you may pay up to step one of a range or the minimum of a grade for the level of work the temporary employee will be performing. Once UHR receives the temporary job order form, a representative will work closely with your department to gather additional information and locate suitable qualified applicants.

UHR has enhanced its temporary employment services by prescreening applicants in order to keep a current qualified applicant pool available at all times. During the prescreening process, an Employment Coordinator will identify why the applicant is interested in temporary work and ascertain the applicants' availability, work experience, applicable skill sets, and pay rate. In addition, candidates will be tested on relevant Microsoft applications to determine software proficiency. Current vacancies may also be discussed. Applicants are encouraged to stay in contact with UHR regarding temporary opportunities.  

Once a temporary employee is selected from the university’s candidate pool, the department should take the following steps to initiate the payroll process:

For someone not currently in the payroll system:

Place the temporary employee on payroll as a Type 4 by completing a Payroll Authorization Form, a Form  I-9, a W-4 Federal, W-4 New Jersey an Address Directory Record and Direct Deposit form if needed.

For a Type 4 already in the payroll system:

Complete and submit hours worked through the Time Report System or by a hard copy of the Time Report Form according to the Payroll Schedule.

To request a temporary parking permit, write a letter to Department of Transportation Services on your department letterhead, with the employees name, employee type, and length of the assignment.  Rates are $20 for a tri-semester or $50 for the year.  For additional information call 732-932-7744.
