Rutgers University Human Resources(UHR) will assist departments in filling temporary employment needs under certain circumstances:
Temporary staff will be hired as a Class 3 or Class 4 employees.
In order to create and fill a new Class 3 or Class 4 position, the hiring unit must complete a Class 3 or Class 4 Classification and Recruitment Form (CARF) and submit the request via the Applicant Tracking System (ATS). The form will be evaluated by an HR Consultant to determine the appropriate classification. Refer to the Class 3 and Class 4 employees website for more information on centralized monitoring and approval; classification and hiring requirements; and benefits and time off eligibility.
For assistance in finding a candidate to fill the temporary appointment, the hiring authority should complete a Temporary Job Order Form and submit electronically to UHR. Pay rates may be discussed with an Employment Coordinator at 848-932-3992 prior to completion of the form. Once the form is submitted, you will receive an automated reply email to confirm your request was received. The Employment Coordinator will work closely with your department to gather additional information and locate suitable qualified applicants.
UHR prescreens applicants to keep a current qualified applicant pool available at all times. During the prescreening process, an Employment Coordinator will identify why the applicant is interested in temporary work and ascertain the applicant's availability, work experience, applicable skill sets, and pay rate. Current vacancies may also be discussed. Applicants are encouraged to stay in contact with UHR regarding temporary opportunities.
Once a temporary employee is selected from the university’s candidate pool, the department should take the following steps to hire the new employee:
The hiring unit’s HR Preparer hires the employee through the HCM/Payroll system by accessing “Manager Self Service,” “Template-Based Hire” and selects the appropriate template, attaches the signed appointment letter and submits for processing. The employee should also update their information in Employee Self Service in the Human Capital System (HCM).

To request a parking permit for the temporary employee appointed, write a letter to the Department of Transportation Services on your department letterhead, with the employee's name, employee type, and length of the assignment. For rates and additional information call 732-932-7744.
