What are the benefits of using a temporary agency?

There may be occasions when it is necessary to hire temporary staff such as the following:

  • Leave of absence

  • Temporary increase in workload

Temporary staff are a cost-effective option because the staffing agency is responsible for undertaking the responsibility of recruiting, screening, skills testing, hiring workers, payroll, taxes, unemployment, workers’ compensation insurance and benefits.

How do I request a temporary employee?

Departments will be able to request candidates from all contracted suppliers simultaneously or select a specific contracted supplier or suppliers with which they would like to engage for a candidate search. Once your department has engaged supplier(s) and selected a candidate, the supplier will provide a Statement of Work (SOW) referencing the Rutgers agreement with at least the following information: (i) the work assignment; (ii) name of the candidate; (iii) bill rate; and (iv) term of the assignment. The department should then complete a requisition in RU Marketplace, via the Service Request form and attach the approved SOW. Rutgers requires all Legacy Rutgers and Legacy UMDNJ departments to process a requisition. We will no longer process chargebacks for temporary staff.

Do we have to pay a fee if we want to make the temp a permanent Rutgers employee?

Adecco, Robert Half, and Yoh have temp-to-hire conversion fees that represent a percentage of the employee’s annual base salary that the department agrees to pay should you choose to hire that employee within a certain timeframe.

What is the process to pay the contracted supplier for the temporary employee?

Rutgers requires an invoice per contracted supplier to be sent directly to Account Payable at with the required Purchase Order number clearly identified on the invoices.  Undisputed invoices will be paid within 45 days of receipt of invoice to the contracted supplier.

Do the temporary agencies provide direct placement services?

Are temporary employees eligible for overtime?

Yes, however this is solely at the discretion and pre-approval of the department. 

Does Rutgers require all temporary staff to be background checked?

Rutgers requires mandatory background checks on all candidates.  The contracted supplier shall be financially responsible for the background checks. There will be no billing or charge to Rutgers University for fees associated with background checks.

Does the supplier offer any kind of skills training or skills testing?

The supplier shall provide adequate testing and training of its current and prospective employees in order to ensure skill levels are met for any specific job qualification(s) before referral or placement at any Rutgers work locations.

Is there a maximum time limit we can employ a temporary employee?

No, there is not a time limit on a temporary employee hired through a contracted supplier.

If we are dissatisfied with a temp’s performance, what are the remedies?

The agency shall remove temporary personnel unsatisfactory to Rutgers University immediately upon notification.  When a situation has not worked out, a department may choose not to replace the position or to post for a permanent replacement.  Rutgers University may also choose to fill the position with temporary personnel from other approved suppliers if necessary.  Please contact the temporary agency regarding their billing policy for unsatisfactory personnel.  

Can the temporary employee have access to HR systems?

If hired for a job requiring system access and at a comparable classification as those that perform work at Rutgers University (e.g. short term temporary casual or intermittent hire should not have access).  Access to other systems within Rutgers University would be given at the discretion of the hiring department.

How does my temporary employee get email access?

The hiring department can sponsor the employee as a guest.  The sponsoring department should reach out to the OIT department on their campus to request.

Can I interview the candidate before he/she is placed in my department?

Upon 48-hour notice, the contracted supplier shall ensure requested temporary staff is available to interview prior to placement.

If my department has a temporary employee from an outside agency, can we keep the employee until the end of their contract?

Departments currently utilizing a temporary staffing agency that is not an approved supplier must transition any temporary staff members from the outside agency by June 30, 2018. If your department currently has an existing agreement/purchase order that extends beyond the June 30th date, temporary staff may remain in place until the end of that agreement. Departments will not be able to extend or modify these agreements and should begin the necessary steps to transition to an approved supplier. Questions regarding the timeline for transition and process to find alternative temporary staff members through one of the approved suppliers may be directed to your assigned HR Consultant or HR Generalist for further clarification.

The contracted suppliers cannot assist my department in finding a candidate with the skill set we need. What should I do?

Departments which have exhausted all approved avenues for temporary staffing may request an exception from the established process by sending an email, detailing the staffing needs, steps taken to fill the position through the approved suppliers, and recommended next steps to fill the position, to Exceptions from the process will be granted on a position-by-position basis.
