Hiring Freeze and Position Cost Control Measures Guidelines

Dear Colleagues,

On July 9, 2026, President Tate announced a hiring freeze and the suspension of certain personnel transactions across Rutgers University. These actions reflect the university's responsibility to ensure its long-term financial sustainability while continuing to advance our core missions of teaching, research, service, and patient care.

These position cost control measures are designed to balance prudent stewardship of university resources with the need to maintain critical academic, research, clinical, and operational functions that support our students, faculty, staff, patients, and broader communities.

Effective July 9, 2026

Until further notice, the cost-control measures outlined in the Hiring Freeze and Position Cost Control Measures Guidelines will remain in effect.

These guidelines have been developed to help units identify the categories of positions affected, the circumstances under which exceptions may be requested, the process for submitting exception requests, and the applicable approval authorities. Only requests that fall within a “permissible exception” as identified in the Hiring Freeze and Position Cost Control Measures Guidelines will be considered. Approval of an exception removes the position from the hiring freeze and position cost control measures and allows it to proceed through the university's standard review and approval process. It does not authorize the underlying request, which remains subject to all applicable university policies, procedures, and approval requirements.

To support the implementation of these measures, we have developed frequently asked questions (FAQs) for each position category. As additional questions arise, the FAQs will be updated periodically. We encourage all members of the university community to visit the designated website regularly for the most current guidance and information.

We recognize that these measures require flexibility, collaboration, and thoughtful planning across Rutgers.
