Affordable Care Act (ACA)

The Affordable Care Act (ACA) has made many changes in the administration of health insurance throughout the country. Several of these changes have a direct impact on Rutgers University employees, including those who had previously been ineligible for coverage in the State Health Benefits Program (SHBP) as a result of the previous benefits eligibility criteria as established by the State of New Jersey.

Procedure to Determine Health Benefits Eligibility

As a result of the ACA’s Employer Shared Responsibility Provision (ESRP), the University will offer enrollment to employees who previously were ineligible for SHBP coverage, but meet the ACA definition of full-time. The ACA defines a full-time employee as an individual who works, on average, 30 or more hours per week over a 12-month period.

In accordance with the ACA, a standard measurement period (SMP) of November 1st through October 31st, of each year, will be used to measure employee hours in order to determine eligibility. Those individuals found to be eligible for coverage under the ACA will be notified directly via postal mail on or about December 1st with instructions on how to elect coverage should they wish to do so. This measurement exercise will be completed by UHR annually.
